How can the human soul whisper to a person, causing them to fall into sin, delay prayers, and become heedless of them in Ramadan, even though the devils are chained?

The Hadith, "When Ramadan begins, the gates of heaven are opened, the gates of Hell are closed, and the devils are chained," indicates the advent of Ramadan. There is a difference of opinion regarding the meaning of chaining the devils: some say it refers to those who eavesdrop among them, or that they (the devils) cannot wholly succeed in tempting Muslims as they do outside Ramadan, due to Muslims being occupied with fasting and Qur'an recitation. Others say it refers to the most rebellious among them. It is also possible that this is to be taken literally, serving as a sign for the angels, a glorification of the month, and a prevention of devils from harming believers, or it is an indication of abundant reward and forgiveness, and a reduction in the devils' temptation. Evils and sins in Ramadan are less than in other months, either because the chaining might apply to only some devils, or because there are other causes for sins besides devils, such as wicked souls and habits.
