Why do obsessive thoughts increase in Ramadan, even though the devils are chained therein, and how can one seek refuge from Satan when he is chained?

One who is afflicted with waswasah (whisperings of Satan) should seek refuge in Allah and turn away from it. Seeking refuge from Satan is extremely important and must not be abandoned in Ramadan on the pretext that the devils are chained. All commands came in general terms, encompassing Ramadan and other months. The chaining of devils in Ramadan is a reality, or it is a metaphor indicating an abundance of reward and a decrease in temptation. The chaining might be from certain things but not others, and for some people but not others. Furthermore, those who are chained are some of the devils, specifically the maradah (rebellious ones). The existence of evils and sins in Ramadan does not contradict the chaining of devils, because they are restrained from those who fast and have observed the conditions and manners of fasting, or because only some devils are chained, not all, or because the intention is to reduce evils during it. Moreover, there are other causes for sins besides devils, such as wicked souls, bad habits, and human devils.
