Hunting cats within the (sacred precinct) is not prohibited, and there is no penalty for it, because it is not edible. The game for which a penalty is required must be edible, ownerless, and wild. Ibn Qudamah stated that a penalty is only obligatory for killing edible game, and a cat is not such; rather, it is a beast of prey.
