Is it permissible to propose to a girl through her brother or maternal uncle if her father refuses to marry her off, while the rest of her family agrees, and the father says: "I will not approve of their proposal, and if you want to marry her off, then do so, but I will not attend the engagement"?

If there is mutual love between the fiancés, then marriage is the best option for them, as the Prophet, peace and blessings be upon him, said: "Nothing like marriage is seen for two who love each other." If the father refuses to marry his daughter to a suitable suitor, he is considered to be preventing her marriage (عاضلاً لها), and her guardianship transfers to the judge according to the majority of scholars, while it transfers to the next closest male relative (such as a brother) according to the Hanbalis. The girl has the right to refer her case to the judge, who will order her father to proceed with the marriage; if he refuses, the judge will marry her off.
