Is it permissible to give a portion of vowed money to daughters if they are in need, or must the entire amount be spent on the poor and the needy?

If the woman who made a vow designated a specific recipient for her vow, it is not permissible to spend it on anyone else. However, if the vow was general and did not specify a recipient, then its recipients are the poor, the needy, and others eligible for zakat, such as those in debt and the wayfarer. It is not permissible to spend it on the wealthy.

Accordingly, it is not permissible for the questioner to give her daughters anything from the vow unless they are eligible for zakat due to their insufficiency in meeting their own expenses from those obligated to support them. In this case, it is permissible for her to give them from it.

It should be noted that a conditional vow is disliked (makrooh), but it is obligatory to fulfill it if its condition is met.
