Is it permissible to give a colleague exam questions that I swore upon the Qur'an not to disclose outside the scope of the course?

Giving exam questions to students is a betrayal of trust, and the teacher must repent. For students, accepting these questions is forbidden cheating and an approval of a wrongful act. It is also forbidden to help others with this. The teacher should be threatened with reporting if he insists, or reported to the competent authorities if doing so does not lead to a greater harm.
