The answer

Selling goods on a consignment basis (بيع التصريف) is forbidden due to ignorance (jahalah) and uncertainty (gharar), as neither the seller nor the buyer knows what quantity of the goods will be sold. However, it can be permissible as an agency with a fee (wakalah bi ajr). Selling a commodity before possessing it is not permissible, as the Prophet (peace be upon him) forbade selling a commodity where it is bought until merchants take possession of it and bring it to their homes. For if it were to perish or decrease, it could lead to regret and dispute.
