Is it permissible to say the prayer for entering the toilet inside the toilet if one forgot to say it outside?

If someone forgets the supplication for entering the lavatory before entering, then remembers it after entering, it is not prescribed for him to say it, because it is a remembrance whose place has passed, and it is disliked to mention Allah in the lavatory. However, if he seeks refuge [with Allah] in his heart without his tongue, there is no harm in that. This is the view held by the majority of scholars.
