Are religious invocations (ibtihālāt dīniyyah) for praising God and His Messenger, such as those of al-Naqshbandi, Tobar, and al-Toukhi, forbidden (harām) or permissible (halāl), with evidence?

We have not heard these particular praises in order to judge them. However, it is permissible to praise the Prophet, peace and blessings be upon him, with words that do not contain exaggeration, excessive flattery, or seeking help from him. This is as Hassan, Ka'b, and other Companions did, and the Prophet approved of them. As for exaggeration and seeking help, they are forbidden because the Prophet, peace and blessings be upon him, said: "Beware of exaggeration, for indeed, what destroyed those before you was exaggeration," and "Indeed, help is not sought from me; rather, help is sought from Allah."
