Is it permissible to take out a usurious loan from banks to cover the costs of repairing a house roof to protect the family from rain, knowing that the borrower has a limited income and finds no other way to secure the amount?

It is not permissible for this person to renovate his house with an usurious loan. Living in hardship is better for him than committing the crime of usury. Let him be patient and seek reward from Allah, and let him know that relief is near for those who fear Allah, in accordance with His Almighty saying: "And whoever fears Allah - He will make for him a way out And will provide for him from where he does not expect" and "And whoever fears Allah - He will make for him ease in his matter."
