What is the ruling on a wife repeatedly refusing conjugal relations due to household burdens and children, and is it permissible for the husband to force her to have intercourse given his excessive sexual desire and practice of masturbation, and his spying on her and photographing her while she is asleep, and what is the priority between the husband's right and the wife's emotional and psychological right in this case?

A wife must obey her husband if he calls her to bed, and she is not permitted to refuse except for a legitimate Shar'i (Islamic legal) excuse. The husband has the right to enjoy his wife whenever he wishes, as long as it does not harm her or distract her from her obligatory duties. If a man increases the frequency of intercourse with his wife, they should reconcile and agree upon a suitable measure that fits their circumstances. If the wife refuses without an excuse, she is disobedient, and the husband is permitted to compel her to intercourse.

Spying on one's wife by glancing at her body or enjoying her while she is asleep is permissible, and the general principle between spouses is understanding and affection. However, photographing her is not permissible if the photos are likely to be seen by others.

If a husband says to his wife, "You are forbidden to me until the Day of Judgment," the ruling depends on his intention. If he intended divorce or ẓihār (a form of divorce by comparing one's wife to a forbidden relative), then what he intended takes effect. Otherwise, he must pay an expiation for a broken oath. If the wife says this to her husband, it does not result in divorce or prohibition, but she must repent, seek forgiveness, and pay an expiation for a broken oath.

A wife's shortcomings in matters of the bed do not permit masturbation by hand, as it is forbidden, and its prohibition is more severe for a married person. If the wife does not fulfill her husband's need for chastity and he is capable of marrying another, he should marry to keep himself chaste. If he is not capable, he must fast, guard his hearing and sight, stay away from temptations, and seek Allah's help.
