There is no contradiction between the Almighty's saying: (And if We had willed, We could have given every soul its guidance, but the Word from Me concerning the disobedient will come true: I will surely fill Hell with jinn and humankind all together), and the prophetic hadiths that mention that Hell will say: "Is there any more?" until Allah places His Foot therein, whereupon it will say: "Enough, enough." This is because the verse informs that Hell will be filled with jinn and humankind, and this filling will only be complete after the Almighty places His Foot therein. This is what the Sunnah clarifies, for when the Foot is placed, it will be filled and constricted, leaving no space even for a needle.
