The answer

If a man secludes himself with his wife after a valid marriage contract, her full Mahr becomes due, and she is obligated to observe the 'Iddah, even if he has not consummated the marriage. This is a view attributed to the four Caliphs, Zayd ibn Thabit, and Ibn 'Umar. This opinion has been authentically reported from 'Umar and 'Ali (may Allah be pleased with them both).
