Is it permissible for a woman to uncover her face while traveling, knowing that some scholars have permitted this?

It has been previously explained that a woman is obligated to cover her face in front of non-mahram men. This ruling does not differ in non-Muslim lands from Muslim lands; in fact, it is even more emphasized in the former to safeguard one's religion, display its rituals, and due to the prevalence of corruption. It is impermissible to uncover the face in front of non-mahram men in any country, except in cases of necessity, such as for medical treatment.
