Is taking university books valued at 65 Egyptian pounds without paying for them considered theft, and what are the consequences of that?

If the books were taken from the university for free with the permission of the officials, then there is no blame, and nothing is required of you. However, if they were taken without permission, then the books must be returned if they are still available, or their equivalent if they were damaged and an equivalent exists, or their value if that is not possible, along with repentance to Allah. It is permissible to return the books or their value by any means that does not cause embarrassment.
