Why is it unlikely that the revelation to Moses' mother was delivered by an angel, similar to the angelic revelations to Mary, Sarah, and the leper and the bald man, especially since the verse in Surah Al-Qasas includes two commands, two prohibitions, and two glad tidings, which goes beyond the concept of inspiration as merely a thought cast into the heart?

Interpreters have differed regarding the meaning of the revelation (wahy) that Allah inspired to Moses' mother, presenting three views: an inspiration (ilham) cast into her heart, which is the most well-known; or a dream vision; or the speech of Jibreel to her. Although the view of Jibreel's revelation is not improbable, the common understanding is that it was a revelation of inspiration. Inspiration is not merely an idea but something that Allah casts into the heart, producing certainty that compels one to act upon what was inspired, even if it involves risk. Even if the revelation were through the angel, it does not necessarily imply prophethood.
