Is someone considered a memorizer (hafiz) of the Quran if they completed its memorization without review or consolidation, knowing that their retention level does not exceed 5% to 10%?

These individuals cannot truly be described as memorizers of the Qur’an, for memorizing something means being able to recall and recite it without referring to what is written. And for memorizing the Qur’an, the initial memorization is not sufficient; rather, it requires repetition, consolidation, and revision, or the consistent recitation of a daily portion to firmly embed it in the mind. Without that, the student is only figuratively described as having memorized it.
