Which is better: for me to pay Zakat to the people of the Haram or to the people of my own country?

Zakat is to be disbursed in the country where the wealth intended for purification is located, based on the agreed-upon Hadith of Mu'adh ibn Jabal (may Allah be pleased with him), in which the Prophet (peace and blessings be upon him) commanded him to take zakat from the wealthy of Yemen and return it to their poor. Also, his statement in a letter to the people of Yemen: "Whoever moves from the district of his tribe, his sadaqa (charity) and tithe are in the district of his tribe." Furqad Al-Sabakhi carried the zakat of his wealth to distribute it in Makkah, whereupon Sa'id ibn Jubayr told him: "Return it and distribute it in your own town."
