Is it more deserving to give zakat to the poor in the country where I reside (Qatar), or to poor relatives in Palestine who squander their money?

Zakat on wealth is disbursed in the country where the wealth is located. It is preferable to distribute it in the country where the zakat payer resides, if there are eligible recipients there. It is permissible to give it to deserving relatives in another country if they are in greater need. However, zakat should not be given to someone whose poverty results from extravagance and wastefulness, because zakat aims to fulfill the needs of the poor, and the poverty of this type of person will not be alleviated by giving them zakat.
