What is the ruling on the prayer and ablution of one who suffers from urinary incontinence if urine is discharged during ablution or prayer, and is it permissible for him to recite the Qur'an without repeating ablution?

Whoever is afflicted with urinary incontinence must perform ablution for every prescribed prayer, according to the majority of scholars. They must also wash the affected area and guard against urine, then perform ablution and pray, and the trickling of urine will not harm them. They may pray as many supererogatory prayers as they wish with this ablution until the time for the next prescribed prayer enters.

If the incontinence stops for a time during which they can perform ablution and pray before the prayer's time expires, then they must wait for that time.

As for reciting the Quran, ablution is not required for reciting without touching a Mushaf. However, if they are reciting from a Mushaf and need to touch it, ablution is required, according to the soundest opinion. It is sufficient for them to recite with the ablution they performed for the prescribed prayer, as long as their ablution is not invalidated by anything other than the incontinence.
