The exact wording "Witr is a duty upon every Muslim" was not explicitly mentioned, but a Hadith from Abu Ayyub al-Ansari states: "Witr is a duty upon every Muslim" (narrated by Abu Dawud and authenticated by Al-Albani). There is another weak Hadith with the wording: "Witr is a duty, and whoever does not perform Witr is not one of us." Witr is considered the most emphasized Sunnah by the majority of scholars, and some have even deemed it obligatory.
