What is the ruling on one who said to his wife, "You are as one divorced (or under the ruling of divorce)" - does divorce take effect thereby?

A husband's statement to his wife: "You are as good as divorced" is a metaphorical (kinayah) divorce. Divorce takes effect if the husband intended it; otherwise, nothing takes effect. If the divorce takes effect, the husband may take his wife back (raj'ah) before her waiting period (iddah) expires, unless this divorce is the third and final one.
