If the intention is to defraud the authority responsible for granting licenses by a company exploiting the names of specialists through fictitious contracts without actual work, then this is Islamically forbidden (haram). The financial compensation received by the individual whose name is used for this purpose is also forbidden, because it is compensation for something forbidden. Ibn Uthaymeen said: "Every unlawful benefit, its compensation is also unlawful." The fact that companies use this method to obtain licenses does not change the ruling in any way.
