Residing in non-Muslim countries is not permissible except out of necessity or need, such as studying knowledge not available in Muslim lands and which Muslims need, or if one resides among them while being able to openly practice their religion and rituals. If a person is afflicted with residing there, they must fear Allah, lower their gaze, not go out to markets except when necessary, and avoid places where blatant nudity is prevalent. If their desires are aroused, and they try to manage them with supplication, lowering their gaze, fasting, and exercise but are unable to suppress them, then if they have two options: fornication or masturbation, masturbation is less harmful than fornication. However, the one who does it must be aware of the sin and the obligation to repent, seek forgiveness, and supplicate with: "O Ever-Living, O Sustainer, by Your mercy I seek assistance; correct all my affairs and do not entrust me to my soul for the blink of an eye."
