Is a girl who spent a night with a man, and there was touching between them, but she remained a virgin, considered an adulteress, and what are the conditions for her repentance?

The adultery that necessitates the prescribed punishment (Hadd) is the insertion of the male organ into the female organ unlawfully. This is considered one of the gravest major sins, regardless of whether the girl is a virgin or not. As for foreplay without penetration, it is a metaphorical form of zina (adultery) that does not necessitate the prescribed punishment, in accordance with the Prophet's (peace and blessings be upon him) saying: "The two eyes commit zina, and their zina is looking; the two ears commit zina, and their zina is listening; the tongue commits zina, and its zina is speaking; the hand commits zina, and its zina is striking; the foot commits zina, and its zina is walking. The heart desires and wishes, and the private part either confirms or denies that."

Metaphorical zina is an ugly sin and a clear evil. This is why Islamic law has forbidden private seclusion with a non-mahram woman, touching her, or looking at her with lust.

Whoever has committed this sin must hasten to sincere repentance to Allah by abandoning the sin, regretting having committed it, and resolving not to return to it, while concealing oneself and avoiding the causes of the sin.
