Is it permissible to remove the hairs below the eyebrow, and by what means?

Scholars have differed on the meaning of "al-namṣ" (plucking). Some said it is plucking facial hair, others said it is taking from facial hair, and yet others said it is specific to the eyebrows. The majority of jurists hold that plucking any facial hair other than the eyebrows falls under "al-namṣ." Commentators of Hadith and imams of language have explicitly stated that "al-namṣ" is plucking hair from the face.

Based on the opinion of the majority, it is not permissible to remove hair that grows below the eyebrows, even if it is not connected to them, because it is part of the general facial hair. This is the more cautious opinion. As for the opinion that restricts "al-namṣ" to the eyebrows, hair connected to them shares their ruling, while hair separate from them has the ruling of the rest of the facial hair.

If the excess hair causes a disfiguring blemish, then there is no objection to removing the extent of the disfigurement to bring it to a normal state, without seeking beauty.
