Is it permissible for the scholars of the Ummah to deviate from a consensus (Ijma') by claiming another consensus, when there is an agreed-upon decision from the Islamic Fiqh Academy that settles the issue?

One who deviates from a consensus (Ijma') does not become an infidel (kafir) unless he denies something that has been agreed upon, and there is a widely known text concerning it. However, if the consensus is not widespread or applies to a specific group, then the one who denies it does not become an infidel. It is not permissible to deviate from a definitive and established consensus, and it is impossible, according to the majority of scholars, for another contradictory consensus to emerge after the first one.
