Is it permissible to annul the engagement of a young man whose opinion on the dowry was accepted by the father, but then he retracted, which angered the father, who considered him unreliable?

A young man is not considered bad simply for being hesitant in speech; rather, steadfastness is more befitting for him. The father is not entitled to demand the dowry and then delay the marriage contract. Instead, the contract should be concluded first, then the dowry paid, and the husband has the right to consummate the marriage with her. The husband is compelled to pay the dowry first before consummation if the wife desires so. It must be noted that it is not permissible for the guardian of the girl to prevent her from marrying a suitable man, and the dowry is the right of the woman, not her guardian.
