Is monopolization permissible?

There is consensus on the prohibition of hoarding if it harms people. Hoarding is when merchants withhold people's food and provisions when they are scarce and needed, in order to raise prices. The evidence for its prohibition includes the Prophet's (peace be upon him) sayings: "No one hoards except a sinner," and "Whoever hoards food for forty nights has disavowed himself from Allah the Almighty," and "The hoarder is cursed." The conditions for hoarding are: that the hoarded item be food or something people need; that the commodity be acquired through purchase; that the purchase be made at a time of high prices with the intention of withholding the commodity; and that withholding it results in harm to people. The ruler must compel hoarders to sell what they have hoarded when there is fear of harm to the public.
