Is it a condition for one who intends to perform 'Umrah on behalf of a deceased woman that he must have performed 'Umrah before? And does he intend the 'Umrah on her behalf from his country? And can he perform 'Umrah for himself after performing it on her behalf?
If the deceased woman did not meet the conditions for Hajj and Umrah to be obligatory upon her, then her will to perform only Umrah should be executed from one-third of her wealth. If it exceeds one-third, then the permission of the heirs is required.
However, if she had met the conditions and died before performing them, then both Hajj and Umrah must be performed from her wealth, whether she willed it or not. This absolves her of the obligation. It is permissible to assign one person to perform Hajj and Umrah on her behalf, provided that this person has already performed Hajj and Umrah for themselves first. The proxy may perform Umrah for themselves after completing the rituals on behalf of the deceased.
