What should I do, as I intended to perform Umrah and went to Makkah for it, but the abundance of locusts in the Haram prevented me from completing it out of fear, knowing that I did not stipulate, "If I am prevented by a barrier, then my place of breaking Ihram is where I am prevented"?

Whoever enters into ihram (definition) for Umrah (definition) must complete it, based on the words of Allah the Almighty: (And complete the Hajj and Umrah for Allah). What was mentioned is not considered a legitimate impediment to completing the Umrah. Therefore, it is obligatory to return to complete it with tawaf (definition) and sa'i, and then shorten the hair to exit ihram, while remaining in the state of ihram and avoiding its prohibitions. If any of the prohibitions were committed out of ignorance or forgetfulness, there is no penalty upon the one who committed it. It is not necessary to enter into ihram from the miqat (definition) when returning to Mecca; rather, the woman performing Umrah should proceed directly to perform tawaf. Her Umrah is valid, and her intention to cancel it is not effective.
