What is your opinion regarding the statement of one who believes that living in France is better than living in Algeria, claiming that the French treat people with the conduct of Islam and that they possess some characteristics of Muslims, while injustice, deception, and fraud have spread and life has become difficult in Algeria and Arab countries?

It is not permissible for a Muslim to emigrate to lands of disbelief due to the grave dangers involved, including: negative impact on one's faith, diminishing the sense of aversion to disbelief, and exposing one's offspring to corruption. Residing in Islamic countries is preferable. However, there may be special cases for individuals for whom living in lands of disbelievers is better, enabling them to observe religious rituals and raise their children in an Islamic manner. A distinction should be made between the general ruling concerning lands of disbelief and comparing them to Muslim lands, and the specific circumstances of some people. The lands of Islam are undoubtedly superior, and what is considered in preferring one over the other is the prevalence of obedience to Allah or disobedience to Him. Westerners are among the foremost people to whom Allah's saying applies: "They know what is apparent of the worldly life, but they are heedless of the Hereafter" (Ar-Rum: 7). Admiration for the outward appearances of life among them is caused by heedlessness and preferring the fleeting worldly life over the eternal Hereafter.
