What is the secret and wisdom behind the mention of "people" in the obligatory Hajj, while other obligations address "O you who have believed"?

Ibn Hajar al-Asqalani reported that the reason for the revelation of Allah's saying: "And Hajj (pilgrimage to Makkah) to the House (Ka‘bah) is a duty that mankind owes to Allah," was that when the verse "And whoever seeks a religion other than Islam, it will never be accepted of him" was revealed, the Jews said: "We are upon Islam." So, Allah revealed the Hajj. The Prophet, peace and blessings be upon him, then invited them to perform Hajj, but they refused and said: "Hajj is not obligatory for us." So, the verse "and whoever disbelieves, then Allah is Rich, Free of all needs from the ‘Alamin (mankind, jinn and all that exists)" was revealed. It is mentioned that the address using the word "mankind" (الناس) in the obligation of Hajj, unlike other obligations, was for this reason.
