Is it true that Allah commanded Ibrahim (peace be upon him) to proclaim the Hajj to the people, and that those who responded to his call while they were in the loins of their fathers and the wombs of their mothers are the ones who will perform Hajj, while those who did not respond will not perform Hajj, even if they possess vast treasures of gold and silver?

After the construction of the House, Allah commanded Ibrahim to proclaim the pilgrimage to the people. So Ibrahim called out and said, "O people, your Lord has taken a House, so perform pilgrimage to it." It is narrated that the mountains humbled themselves so that the sound reached the ends of the earth, and was heard by those in wombs and loins, and everything that heard it responded. And whoever Allah has destined to perform the Hajj until the Day of Judgment said, "Labbayk Allahumma Labbayk (Here I am, O Allah, here I am)." There is no doubt about this proclamation, as the Holy Quran explicitly states it.
