What is the ruling on opening private dental clinics, working in them, and earning money from them, prior to government appointment and before completing the systemically stipulated training period?

The law stipulates the completion of the training period to obtain a work permit or open an official clinic. This aligns with Islamic Sharia because it protects people and closes the door to fraud. A Muslim must respect this law, because whoever practices medicine without knowledge or proficiency is considered an aggressor and guarantees what he damages, according to the saying of the Prophet, peace be upon him: "Whoever practices medicine, and is not known to have knowledge of medicine, is liable." So, whoever engages in medicine without knowledge risks harming lives. Therefore, it is not permissible to circumvent the law by opening a clinic before completing the training. As for earning from proficient work, there is no harm in it.
