Is uncertainty regarding the disbelief of one who curses angels, prophets, or Allah, or one who curses religion implicitly while denying the cursing, considered disbelief?

The principle of "whoever does not declare a disbeliever to be a disbeliever is himself a disbeliever" applies to the original disbelievers (such as Jews and Christians), and does not apply to a Muslim who commits an act that nullifies Islam. The ruling of a Muslim's disbelief is contingent upon the fulfillment of conditions and the absence of impediments, and its determination rests with the شرعي judiciary or fatwa bodies. Cursing the religion may be disbelief if the one who curses the religion intends the reality of the religion of Islam, not if he intends the bad morals of a Muslim. It is advisable to turn away from the whispers of takfir (declaring others to be disbelievers).
