Is it permissible to describe Egypt as "ruined" because of its current circumstances?

If this phrase is said to report on the deteriorating conditions in a particular country, there is no harm in it. However, if it is said as a prayer for the ruin of a Muslim country, then it is an transgression in supplication and is forbidden, because what is obligatory is to supplicate for Muslims for the betterment of their affairs in this world and the hereafter.
