Is it permissible for a woman whose husband has passed away to travel before the end of her waiting period (iddah) for her daughter's necessary medical treatment, knowing that there is a medical report specifying a final date for travel?

A woman is not permitted to travel during her iddah (waiting period) after her husband's death, except in cases of extreme necessity that cannot be delayed, such as caring for her sick daughter if there is no one else available. A condition for her travel is the presence of her own mahram (unmarriageable kin), even if her husband's brother is a mahram to her daughter, he is not a mahram to her.
