Is it possible to expand Mina to accommodate all pilgrims who cannot find a place there?

The places and times for Hajj are legislated and not subject to personal discretion. The Messenger of Allah, peace and blessings be upon him, clarified them during the Farewell Pilgrimage, saying: "Learn your rituals from me." The boundaries of Mina extend from Wadi Muhassir to Jamrat al-Aqabah. A pilgrim must seek a place within these boundaries, but if unable to do so, he may settle in the nearest place adjacent to Mina, and there is no harm in that.
