What are the legitimate Shar'i boundaries of Mina, and is it permissible to expand it horizontally by utilizing the area of the mountains?

Mina has specific boundaries that a pilgrim must observe when spending the night there. Its length extends from Jamrat al-Aqabah to Wadi Muhassir, and its width is the valley enclosed by towering mountains. The faces of these mountains opposite Mina are considered part of it, and it is permissible to spend the night on them, as well as on any expansions thereof.
