Does the verse indicate that all who consume usury will be staggering like one possessed by the devil, or only those who consumed usury and equated it with trade?

Although the context of the verse about usury (riba) pertains to disbelievers, the warning contained within it may include disobedient monotheists who engage in usury. The majority of exegetes have interpreted the verse as a warning to those who deal in usurious wealth, not as a warning to those who deem it permissible. The exegetes are unanimous that the meaning of (لاَ يَقُومُونَ إِلاَّ كَمَا يَقُومُ ٱلَّذِي يَتَخَبَّطُهُ ٱلشَّيْطَٰنُ مِنَ ٱلْمَسِّ) (they will not stand up except as one whom Satan has afflicted with insanity) means they will not rise from their graves on the Day of Resurrection except like a madman. This warning is for disbelievers, and disobedient individuals may have a share in it. The texts of warnings cannot be definitively applied to a specific individual, as the warning may be averted from a particular person due to the absence of a condition or the presence of an impediment. Furthermore, the ruling of the warning may be mitigated for a specific person by repentance, expiating good deeds, atoning calamities, or accepted intercession.
