If you have entered into a valid Islamic marriage contract with a girl and have paid her prompt dower, then you have the right to consummate the marriage with her. It is not permissible for her or her guardian to prevent this. If they stipulated in the contract that you should not consummate the marriage until after three years, this condition is void. It is permissible to stipulate a delay of one year for a valid excuse, such as the young age of the wife or the husband's travel with her. However, if it was merely an engagement, and they insist on the postponement, you may leave her and seek another. It is obligatory for the wife to move with her husband to his country, unless she stipulated in the contract that she would not leave her country.
