Is boasting without arrogance considered arrogance?

If boasting is meant as speaking about Allah's blessings without arrogance, then it is a desirable form of gratitude and praise, as Allah says: "But as for the favor of your Lord, report [it]." As for blameworthy boasting, it is a characteristic inherent to arrogance and belittling others. Allah does not love every conceited boaster, who enumerates his virtues out of pride and oversteps his bounds with people.
