The question

What is the ruling on opening a savings account at "Dar As-Safaa" in Morocco, which is affiliated with an interest-based bank, to receive salary and save money instead of receiving it in a current account at an interest-based bank, and what is the ruling on using an ATM card that includes "Cash Advance"?

The answer

Firstly: It is permissible to invest in "Dar Al-Safaa" if it adheres to Sharia controls and is subject to reliable Sharia supervision. It is also permissible to invest one's salary in an Islamic bank or an institution that adheres to Sharia. If none is available and there is a need, it is permissible to place it in a current account in a usurious bank.

Secondly: Using an ATM card or a Visa card to obtain a cash advance is permissible if it is a benevolent loan (qard hasan) that does not stipulate an increase or penalty for delayed repayment. What some banks impose as issuance fees or withdrawal fees exceeding the actual cost is impermissible.
