Is it permissible for a Muslim to employ a non-Muslim if the non-Muslim is more competent in the work than the Muslim?

"Originally, there is no harm in employing a non-Muslim. However, if the choice is between a Muslim and a non-Muslim, it is preferable to employ the Muslim. If the difference in qualifications does not affect the work, then the Muslim should be given preference, and employing a non-Muslim should only be resorted to within narrow limits."
