The answer

is not obligatory on wealth unless it reaches the (approximately equivalent to 85 grams of gold or 595 grams of silver) and a full lunar year (hawl) has passed on it. It is not permissible to give zakat to one's mother, as her maintenance is obligatory upon the zakat payer, except in specific cases. It is permissible to give zakat to one's brother if he is eligible for it; otherwise, it is not.
