What is the ruling of the Sharia on an official who circumvented the law and gave a portion of the funds designated for a banquet for an official delegation to a poor person in need, without the knowledge of any of the other parties?

The ruler is responsible for providing a decent life for his subjects. If he sees that a citizen has a right and he cannot deliver it to him except through a stratagem, then he is rewarded. However, he must strive to change laws that violate the Sharia of Allah and prevent rights from reaching those who deserve them.
