If the money in the possession of the asker is sufficient to cover his essential needs and the needs of those whose maintenance is obligatory upon him after settling debts, then he is not eligible for . However, if the money is insufficient for that, and he does not have a profession by which he can become self-sufficient, then he is eligible for zakat. There is no objection to him receiving zakat from his brother's wealth; in fact, it is better for his brother to give him the zakat, as this is both charity and the upholding of kinship ties.
