Is it permissible for a mother to bequeath an apartment she owns to her only daughter, given the existence of other relatives of the deceased?

Alimony is obligatory for the wife from her husband unless she becomes disobedient (nashiz). A bequest to an heir is not valid unless approved by the other heirs. It is not permissible to favor some children over others in gifts unless there is a legitimate Sharia reason.
