Is it permissible, Islamically, for a man to bequeath the entire house, which he originally owns, to his wife, knowing that the wife participated in paying the installments, and the man has only two daughters?

A man is permitted to gift his wife whatever he wishes. Since the apartment has not yet been acquired, you can wait until you own it, then gift it to her, or make her a co-owner with you. Alternatively, you can gift her the apartment, or a portion of it, as a conditional gift, contingent upon acquisition. For example, you could say: "If the apartment comes into my possession, it is a gift to you." A gift contingent on a condition is valid according to some scholars. However, bequeathing the apartment to her after your death is not permissible, because she is an heir, and "there is no bequest for an heir," unless the other heirs approve it after your death.
